In the height of the Great Recession, in July of 2010, just
after the Health Care Law passed, the unemployment rate in Washington D.C. was
only 6.4%, while the rest of the nation was hovering around 10%.
And while
housing prices were plummeting around the nation, Washington area home prices
were up 9%.
We increasingly live in two Americas--the one that makes the
rules, and the one that must obey them.

Opposite Ends," The Wall Street Journal, July 28, 2010; Gary Shapiro, The Comeback: How Innovation Will Restore
The American Dream.)
